Can Mobile Toilets Be Placed in Farmland?

Admin October 09, 2026

Whether it is feasible to place mobile toilets in farmland depends on the situation:

Placing them on agricultural land without approval is a violation. According to the Land Administration Law of the People's Republic of China, the state implements a strict land-use control system, strictly restricts the conversion of agricultural land into construction land, and provides special protection for cultivated land. The primary purpose of farmland is agricultural production, and it shall not be used for non-agricultural construction without legal approval. If a mobile toilet is directly placed on farmland without proper approval procedures, it will change the land's intended agricultural use, affect farming, and constitute an illegal construction. In particular, basic farmland is strictly protected, and any act that undermines its agricultural use is illegal.

If it complies with regulations for simple facilities or goes through reasonable procedures, it may not be considered illegal construction. Some rural areas are lenient towards the construction of small, simple facilities that do not affect public interests or the rights of others. If a mobile toilet is simply constructed, small in scale, and does not significantly impact the surrounding environment, public safety, or the lives of others, while also not violating local regulations for simple facility construction, it may not be considered illegal construction. In special cases, such as temporary needs for rural collective activities or agricultural production, temporary mobile toilets placed after reporting to relevant departments and used within the specified time limit and scope are usually not considered illegal construction. However, they should be promptly removed after the event ends or the need disappears to restore the land to its original state.

The characteristics of mobile toilets make them suitable for temporary scenarios such as farmland. Mobile toilets adopt a modular design, providing flexible and hygienic solutions for temporary scenarios through integrated structures and lightweight materials. Rural mobile toilets are highly flexible and can be quickly deployed at different locations according to actual needs, such as farmland work areas. They have a short construction period, requiring only simple leveling of the placement ground and connection of necessary pipes or preparation of sewage storage facilities before they can be put into use in a short time. They have low site requirements and do not require complex foundation construction like fixed buildings. They are also easy to maintain and upgrade. If needs change or the toilets themselves require centralized maintenance or upgrading, they can be easily moved away.
