Beijing Prefabricated Housing Construction Plan
The Beijing prefabricated housing construction plan requires comprehensive planning from three aspects: technical system, quality control by the construction unit, and quality requirements for production enterprises, as detailed below:

I. Technical System and Component Selection
Prefabricated concrete structure residential buildings must adopt a technical system with complete design, construction, and acceptance standards. If new technologies, processes, or materials are used, enterprises must prepare corporate standards in accordance with the 'Beijing Management Measures for Seismic Fortification Review of Over-limit High-rise Building Projects and 'Three New Approvals' for Proposed Important Construction Projects' and file them with the Beijing Municipal Commission of Housing and Urban-Rural Development. Structural components must be selected from products listed in the 'Beijing Certified Product Catalog for Industrialized Residential Components', with functional components preferably chosen from the catalog to ensure component quality and compatibility.
II. Quality Control by the Construction Unit in the Production of Prefabricated Components
- Supervision Commissioning and Fee Payment: If supervision is implemented for the project, the construction unit must commission a supervision unit to conduct full-process supervision of the production of prefabricated concrete components and bear the supervision fees.
- First-Piece and First-Section Acceptance System:
- First-Piece Acceptance: The first component of the same type produced by the prefabricated component manufacturer must be jointly inspected and accepted by the construction unit, design unit, construction unit, supervision unit, and manufacturer. Only after passing the inspection can mass production commence.
- First-Section Acceptance: After the construction unit completes the installation of prefabricated components and steel bar binding in the first construction section, the construction unit must organize the design, construction, and supervision units for inspection. Only after passing the inspection can subsequent construction proceed. This system effectively controls production and installation quality, avoiding systemic risks.
III. Quality Requirements for Prefabricated Concrete Component Manufacturers
- Processing Drawing Design and Confirmation: Enterprises must complete the design of processing drawings, including template drawings, reinforcement drawings, and connector layout drawings for prefabricated components, based on the reviewed and approved construction drawing design documents. These drawings must be signed and confirmed by the original design unit to ensure accurate transmission of design intent.
- Production Plan Preparation and Approval: Enterprises must prepare a prefabricated component production plan, clearly defining technical and quality assurance measures, and implement it after approval by the enterprise's technical负责人 (technical leader). This standardizes the production process.
- Material Inspection and Process Management:
- Raw Material Re-inspection: Steel bars, cement, and other materials must undergo re-inspection upon arrival in accordance with the requirements of the 'Code for Acceptance of Constructional Quality of Concrete Structures' (GB50204).
- Thermal Insulation Board Re-inspection: For thermal insulation boards used in sandwich thermal insulation exterior wall panels, each batch of 5,000 square meters from the same manufacturer and variety must undergo re-inspection of thermal conductivity, density, compressive strength, water absorption, and other indicators to ensure thermal insulation performance meets design requirements.
- Connection Joint and Concrete Strength Inspection: Strengthen process inspection of key indicators such as reinforced steel bar grouting sleeve connection joints and concrete strength to ensure structural safety.
