Apartment Mobile Toilet Regulations

Admin September 24, 2026

The regulations for mobile toilets in apartments cover legality, area requirements, management and maintenance responsibilities, protection of neighboring rights, and requirements for special scenarios, as detailed below:

I. Legality Requirements

  1. Compliance with Planning and Regulations: Newly added mobile toilets must comply with local building, planning, and environmental protection regulations. When structural changes are involved, they must meet the requirements of the 'Regulations on the Quality Management of Construction Projects' regarding building safety to ensure that the renovation does not compromise the overall safety of the building.
  2. Complete Approval Procedures: A renovation plan must be submitted to the planning and construction departments to obtain a construction permit. Unauthorized construction without approval may result in orders for correction or fines.
  3. Structural Safety Guarantee: Renovations must not damage key parts of the building, such as the main structure and load-bearing walls. The weight and layout of the newly added toilet must ensure that they do not affect the building's seismic resistance and load-bearing capacity.
  4. Drainage System Specifications: The drainage of the newly added toilet must be reasonably connected to the existing system, and sewage discharge must comply with environmental protection standards to avoid polluting the surrounding environment or affecting public drainage facilities.
  5. Protection of Neighboring Rights and Interests: The installation of mobile toilets must not infringe upon the legitimate rights and interests of neighboring owners, such as avoiding unreasonable drainage pipe designs that may cause water leakage, noise, or odor problems.

II. Area Requirements

  1. Basic Size Standards: A single-stall mobile toilet occupies an area of approximately 1.2㎡ to 1.8㎡, with internal clear dimensions of length 1.2m to 1.5m × width 1.0m to 1.2m, and height 2.2m to 2.5m. A double-stall toilet occupies about 3㎡ to 4㎡, and for three or more stalls, an additional 1.5㎡ to 2㎡ of usable area is required for each additional stall.
  2. Detailed Functional Zoning: The internal clear dimensions of an accessible toilet stall must not be less than 1.8m × 1.4m. The area of a母婴室 (nursing room) or third restroom is generally not less than 4㎡ and must be equipped with facilities such as an infant care table.
  3. Service Population Ratio: Public toilets in ordinary residential areas are calculated at 6 to 10 square meters per thousand people, and in densely populated residential areas, at 20 to 30 square meters per thousand people, to ensure that actual usage needs are met.

III. Management and Maintenance Responsibilities

  1. Property Management Responsibilities: Property service enterprises are required to repair, maintain, and clean mobile toilets in accordance with the contract. Failure to fulfill obligations resulting in losses requires compensation.
  2. Owner Responsibilities: Owners must pay property fees (including sanitation fees) as agreed and must not discharge items that are prone to clogging into the sewer. Legal liability must be assumed for clogging or damage caused by improper use.
  3. Public Area Cost-Sharing: The cost of repairing public sewers is shared based on housing area or an agreed-upon ratio. Owners are responsible for all or part of the costs for damage caused by their improper use.

IV. Protection of Neighboring Rights and Dispute Resolution

Neighboring owners must properly handle drainage relationships. Maliciously discarding debris that causes clogging or damages pipe structures requires compensation for losses and other civil liabilities. Disputes over sewer use should be resolved through mediation by the property management, homeowners' committee, or legal channels.

V. Requirements for Special Scenarios

Residential interior renovations must be declared and registered with the property management and obtain a construction permit. During construction, regulations on building safety, waterproofing, and drainage must be followed. Public toilets in scenic areas must meet the 2A standard (total area ≥ 60 square meters) or 3A standard (≥ 80 square meters) and be equipped with ancillary facilities such as management rooms and tool rooms.
