411 Prefabricated Floor Collapse Accident in Zhongxian

Admin September 18, 2026

At around 12:00 on April 11, 2024, a prefabricated floor collapse accident occurred in Fengshou Community, Guanba Town, Zhongxian County, Chongqing Municipality, resulting in 2 deaths and 3 injuries. The following is a summary of the core information about the accident:

Accident Process and Causes

The building involved in the accident was a three-story prefabricated floor structure. The ground floor was a mahjong parlor, and the second floor was used as a goods warehouse. At noon that day, the floor slab on the second floor collapsed and broke due to brittleness as the load from the temporarily stacked goods far exceeded the designed load-bearing capacity of the prefabricated floor. As a common early building component, the load-bearing capacity of prefabricated floors is limited by material strength, reinforcement ratio, and span. Overloading can directly lead to structural failure. In this accident, the concentrated stacking of goods may have caused local stress concentration, accelerating the floor slab fracture process.

Rescue and Disposal

After the accident, local residents spontaneously participated in the rescue efforts at the first opportunity. The county Emergency Management Bureau, Housing and Urban-Rural Development Bureau, and other departments quickly arrived at the scene to carry out disposal work. The county government established a special working group to coordinate post-accident work such as the treatment of the injured, comforting the families of the victims, and on-site cleanup. As of now, one injured person has been discharged from the hospital, and two are continuing treatment with no life-threatening conditions. The rescue work has been fully completed.

Accident Lessons and Inspirations

  1. Building Use Safety: The designed use of prefabricated floor buildings must strictly comply with regulations. Unauthorized changes in structural use (such as converting residential floors into storage floors) can significantly increase safety risks.
  2. Load Management: When temporarily stacking heavy objects, it is necessary to evaluate the load-bearing capacity of the floor slab to avoid concentrated stacking or overloading.
  3. Structural Inspection and Reinforcement: Old prefabricated floor buildings should undergo regular structural safety inspections, and components with hidden dangers should be reinforced or replaced in a timely manner.
  4. Emergency Response Mechanism: In this accident, the spontaneous rescue by the public and the rapid response of the departments demonstrated the importance of grassroots emergency response capabilities. However, prevention remains the key to reducing accidents.

Currently, the specific causes of the accident are still under investigation. Relevant departments will further analyze factors such as structural defects, construction quality, and management responsibilities to provide a basis for subsequent building safety supervision.
