40-Year Prefabricated Panel Houses
Admin September 18, 2026
The handling of 40-year prefabricated panel houses requires scientific decision-making based on urban and rural conditions, combined with housing safety appraisal results and policy guidance.

40-Year Prefabricated Panel Houses in Urban Areas
- Avoiding Easy Demolition: In 2021, the Ministry of Housing and Urban-Rural Development explicitly stated strict control over large-scale demolition and construction, with the demolished area in urban renewal not exceeding 20% of the current total building area. Demolition only occurs for Grade D dilapidated houses or when land is needed for public facilities such as subways and main roads. Additionally, demolition costs are high; for example, the cost calculation for a 38-year prefabricated panel community in a northern provincial capital city reached over 10,000 yuan per square meter, making it difficult for land auction revenues to cover the costs, leading to the preference for reinforcement and renovation over demolition in most cases.
- Handling Methods:
- Based on Safety Appraisal Results: Houses are classified into four grades: A (safe), B (individual components dangerous), C (partial dilapidation), and D (overall dilapidation). Grade A/B houses are prioritized for renovation through old residential community improvements to address issues such as roof leaks and pipeline aging, and elevators can be installed; Grade C dilapidated houses are repaired through measures such as wall, beam, and column reinforcement and seismic improvement; Grade D dilapidated houses or plots included in acquisition plans may be demolished.
- Policy Support: Special subsidies from the central budget investment are provided for the renovation of dilapidated houses on state-owned land classified as Grade C/D, with the subsidy ratio not exceeding 70% of the total project investment.
- Resident Precautions: Residents need to confirm the housing safety appraisal grade, inquire about local renewal or acquisition plans, clarify property rights disputes, understand neighbors' intentions, and calculate government subsidies and personal expenses in advance. In some areas, housing provident fund withdrawals are allowed for renovation.

- Service Life and Issues: The theoretical lifespan can reach 70 years, but due to environmental influences, issues such as material aging and structural defects, such as leaks and insufficient seismic performance, typically arise around 40 years.
- Renovation Perspectives:
- Reconstruction Preferred Over Renovation: Non-prefabricated (cast-in-place panel) structures have better load-bearing performance and adapt to complex environments. Renovation can only alleviate surface issues and cannot address material and structural disadvantages, leading to higher long-term maintenance costs.
- Policy and Environmental Protection Orientation: The state encourages the use of environmentally friendly materials for reconstruction to reduce environmental burdens and has introduced incentive measures to alleviate the economic pressure of reconstruction. Additionally, the construction of beautiful villages requires more distinctive buildings to replace prefabricated panel houses, promoting the upgrading of rural landscapes.
